Columbus,
Ohio with 38 players attending the tournament (during the Origins game fair 2010). The final standings were as follows:

Looking at Jay's decks I still can't decide if he's a genius or just a lucky guy:)
He is a genius. When somebody regularly wins with the worst decks I have ever seen, then he must be a genius.
