.. if "Julio Martinez" is equipped with "Kaymakli Fragment", and plays "Drawing out the Beast" against the opposing vampire in combat, that vampire cannot strike to steal the "Kaymakli Fragment" via its cardtext. The strike to steal the "Kaymakli Fragment" is considered using equipment, which is not allowed for the opposing vampire as per cardtext of "Drawing out the Beast".
