.. that you still have to pay the full blood/pool cost when recruiting an ally (or employing a retainer) using Piper by tappping an Anarch vampire with Charisma? The reason for this is that Charisma lowers the cost for a recruiting action, and using Piper is not considered an action as per card text of Piper.
